(Scroll down for video) A man was arrested and charged with animal cruelty related charges after he was seen on video throwing a dog off a balcony, according to police reports in Georgia.
Marietta Police said that shocked residents of an extended stay motel called police after seeing a man throwing a dog in a box of a second floor balcony.
Police said they could hardly believe the story until they reviewed the motel security video.
"I think it takes a sick person to mistreat a small animal like that. I do not care if it's a dog, a cat or whatever," Don Dugan, a witness, said.
People who live in the suites and police still cannot understand why the man did what he did.
Investigators said that Marcell Sibley is the man who was caught on camera grabbing his little Yorkshire terrier by the neck, slapping it, and then, seconds after leaving his room with the dog in a cage, throwing it down to the concrete below.
"The owner of the dog then went down to the sidewalk, picked it up and discarded it into the dumpster," police officer David Baldwin said.
Police, who arrived minutes later, found the dog barely alive in the trash.
After allegedly getting rid of the dog, Sibley fled the area, but there were plenty of witnesses in the case, including video cameras.
Sibley was later arrested at his home in Atlanta. He told officers that he was angry with the dog.
According to police, felony cruelty to animals is punishable by one to five years in prison.
"I think it's the same as if it were a small child, it is something that cannot help themselves," Dugan said.
The little dog suffered fractures and spinal injuries and it was unclear whether it would survive.Mobile video not loading? Click here to view
