The Finnish government has sent the condoms as part of a baby gift package to the Duke and Duchess of Cambridge.
Prince William and Kate Middleton were presented with the unusual gift by the Kela social security service.
"We are delighted to receive the very kind maternity gift package from the Finnish government,” a Kensington Palace spokesperson said.
"It was a very serious gesture and we are grateful for it. I'm sure that the Duke and Duchess will be very interested to see the content," the spokesperson added.
Other gifts in the package included bra pads, a picture book and muslin squares for prospective parents. The royal couple also can use the box to double up as a crib.
The government sent a variety of clothes for the baby including a snow suit, leggings, a bath towel with a hood and a romper suit.
The child also received a hairbrush, diaper cream and a teething toy.
"Kela wanted to congratulate the Duke and Duchess of Cambridge. The maternity package received a positive response from around the world. It was perfect timing now that the royal couple is having a baby," a Kela spokesperson said.
The royal family does not accept donations from commercial organizations, but do accept gifts from governments and individuals.
The Duchess of Cambridge is due to give birth later this month at St. Mary's Hospital in Paddington.
